GOYA Tournament Rules
GOYA HOCKEY RULES
(ALL USA HOCKEY RULES WILL BE FOLLOWED)
*Games will be 3 – 15-minute Periods for U16 and Below
* Games will be 3 – 17-minute Periods for U19
*Ice will be resurfaced after every game
*Any game tied at the end of regulation in Round Robin Play or Playoffs will go directly into a 3 on 3 – 5 Minute running time Overtime (teams will switch ends and will have the long change). Playoff games Overtime will be stop time. All overtime games will be sudden death.
*If game is tied at the end of Overtime there will be a 3-player shootout. If the game is tied after the 3RD round, the shootout will continue until there is a winner.
*In the shootout a team can choose to use the same player every time or change players every shot, it is their choice.
*3 Minute warm-up
*Absolutely no Fighting! Any fights, the player is suspended for the remainder of the tournament.
*If there is an 8-goal differential at any time the game will be running time. If the goal difference drops below 8 goals the game will go back to stop time.
*If at any time at the end of the second period or later there is a 10-goal differential the game will be considered a mercy and will end.
Preliminary / Round Robin Games
Points System
5 points for a regulation win
4 points for overtime win
3 points for a shootout win
2 points for OT loss
1 point for shootout loss
0 points for regulation loss
Registration
All teams must submit an approved roster to the tournament committee prior to their first game.
Teams should be prepared to start games up to 15 minutes before the scheduled time. Games may begin early.
Playing Rules
All games will follow USA Hockey/State District rules, along with the additions outlined above and below.
Period lengths are predefined by the event and noted on each scoresheet.
No curfew clock will be used for any tournament games.
Time Management Rules
If a team leads by 8 or more goals at the end of the 2nd period or at any point in the 3rd period, the clock will switch to running time.
If the goal differential drops to less than 8 goals, the game returns to stop time.
The Tournament Director reserves the right to take necessary action to ensure the tournament's timely completion.
Discipline & Conduct
Players receiving a game misconduct or suspension will serve their suspension in the next tournament game.
Players with more than one game misconduct or suspension will be disqualified from the remainder of the tournament.
Zero Tolerance Policy:
Any coach or spectator removed from a game for verbal abuse of an official will receive a full tournament suspension.
Coaches will receive a warning, followed by a bench minor, then a game misconduct.
The on-site Tournament Director’s decision is final, with no appeal or discussion.
Eligibility
Use of ineligible players results in team disqualification from the tournament. All games played with ineligible players will be recorded as 3–0 forfeits.
Referee decisions are final and cannot be changed or challenged.

Act of God Clause
If a game cannot be played or completed due to circumstances beyond our control:
If game never began or ended with more than 8 minutes left in the 2nd period, a 3v3 core game result will be used.
If game ended with less than 8 minutes remaining in the 2nd period, the current score will be recorded as final.
Jerseys
Home teams wear white or light-colored jerseys.
Away teams wear dark-colored jerseys.
Teams with only one jersey must communicate in advance and may be required to wear pennies.
Scoring Limits
Maximum +/-6 differential per game is used for tiebreaker purposes.
Goals For/Against are capped:
A 10–2 win is recorded as 8–2 for calculations.
Consolation Games
Defined as a team’s fourth game where neither team can advance.
Forfeits
Recorded as a 6–0 result.
If a forfeit impacts playoff seeding, the Tournament Director may intervene.
Semi-Final and Championship Games
Only players listed on the official submitted roster may participate.
Games cannot end in a tie. If tied after regulation:
Overtime Format
5-minute sudden death OT (3-on-3, running - Stop time in Playoffs)
Penalties carry over
Teams do switch ends
If still tied, proceed to a 3-player shootout
A team can choose to use any shooter they choose as many times as they choose!!
Visiting team shoots first
Players with misconduct cannot participate
Most goals after 3 shooters win
If tied after 3 shooters, continue with a sudden-death shootout
All eligible players must shoot once before repeating
Other Rules
Each team allowed one 30-second timeout
Running time rules apply as in previous rounds
Tiebreakers / Advancement
If teams are tied in points after round-robin play, the following criteria will be used, in order:
Points
Head-to-head result (if only 2 teams are tied)
Goal Differential
Fewest Goals Against
Most Goals For
Coin Toss
Note: Once one team advances using the criteria above, the sequence restarts from #1 for any remaining tied teams.
